Which rods are a better general purpose rod bohler Phoenix 6013 or oerlikon overcord e 6013

Apples and pears.
Both are reputable brands making good electrodes throughout industry.
Esab and Lincoln electric should be in your short list too.

The shop only sells these two so I think I will go with the bohelr Phoenix

I use the bohelr rods alot and find they run very nice with my 180 amp inverter set.
I mainly run 2.5mm, 3.2mm and 4mm

Yep, quite agree there, use them at work every now and then.
Also use Fincord M's along with esab 38.00 iron powders for platework/steelwork/brackets etc, and use Vodex for fill/capping pipework unless spec'd for low hy, in which case usually filarc 56s.
