Definately better - hardened quill - timken bearings - there's a thread on HSM of a guy with a chinese mill which has the spindle taper full of dings and dents because it's not hardened http://hettmerfx.com/misc/spindle taper dings.jpg
The only thing I can see that's missing is the main belt cover. Start/Stop switches you can get, just a drum switch for that size motor. Looks like there might be a large vice hiding behind the table there too.
Make sure you take a good look around for any accessories since they say that you can take them in the advert - and be prepared for that machine to be heavier than it looks! Half a ton is quoted on Lathes.co.uk
