If you are going to be pulling the amps, buy a piece of solid core, weatherproof cable meant for running power to your garage (or whatever) permanently.
Stick a Plug on the house end, and a 2 socket box on the garage end...
Protect it with some plastic conduit stuff where you'll be likely to kick it, mount the box on your bench and you have a mini-removable service in your garage.
Bury it a bit if you want, but not really necessary. I think you'll find it's way cheaper to go solid core, then a multi-strand, rubber jacketed extension cord heavy enough to run a welder.
The only thing against the sold core is if you are always bending it (coiling it up) it will fatigue.
