Interestingly on my jeep it's the other way around, the dog as shown by @CompoSimmonite is on the end of my handle and the nut on the crank pulley is hollow with a bar across. Is there any benefit to either way ?
Quite a few cars used the end of the starting handle (the pin across the shaft) as the driving element for the scissor jack, so it was dual purpose. I distinctly recall some cars having the crankshaft handle dogs long after they'd ceased to be hand-startable ie, no hole in the bumper for the handle and no mention of it in the handbook.
