The readout is probably angular mils (NATO), where 6400 are equal to 360 degrees, so slightly smaller than a milliradian. The readout shows plus/minus 3200, so likely to be equivalent to 180 degrees in either direction.
Minutes of angle are generally used by USA forces. There are 60 moa in each single degree (approximately 1" at 100 yards) based on the preferred imperial system
