Whats it callled.?

Hello,
Can't find these things I need, am I imagining it.?
I have seen these things somewhere.
It's a bolt, with a big stainless washer, the washer has lots of holes in to let the bonding material squeeze through. It's for mounting things on fibreglass without the need of drilling holes in the fibreglass.
Anybody know a good supplier, and it's name.?
