I'm not grasping what you mean?If they are just for holding down could you drill a tightish hole and use them like a long nail? Weld a washer on top and countersink it into the shuttering. Other easyish options would be weld a tab on and bolt it or even flatten the rebar and drill a mounting hole directly
Depends on how many/how much you're doing but using clips just sounds like two more points of failure for each fixing.
The clips I saw were about the same dimensions as the top part of them conduit saddles. They were made of steel, and some may have been galvanised.Saddle clip?

rebar needs to be 50 mm away from the shutter cliping it and rebar will be on the face of the concrete
