They were doing the final user a favour by reducing the weight of the plug, less copper and less screws = less weight. It'll work without that green and yellow one so just snip it off
The above one was genuinely in use (on a non RCD socket circuit) it was running a battery charger.
I think they missed a trick of not taking out the screw from the "spare" terminal - could have saved a little more weight!
