Just buy the bends.
Pipe benders and tube benders aren't the same, if you make it in some thick, heavy wall pipe you'll get away with it, but you will probably find a lot of ripples and deformation on the inside of the bends when you're bending as far as you need. A tube bender both stretches and compresses the tube by drawing it around the centreline like you can see above and the machines and tooling are way more pricey - just the tooling for 2" tube for our machine was more than your budget, for example, the machine and tools stands us about 10k to make roll cages with...
Someone will sell you two bends on ebay for 30-40 quid, chop and weld it.
