That looks very much like the sort of thing a gun dog trainer would use.
You hang the dog leads in the small hooks and hang the training dummy on the bigger one to stop it getting your leg wet.
The ones I have seen have a couple of loops on the back so you thread your existing belt through them.
I wonder if this one is designed to add onto the outside of a cartridge bag or something, maybe metal tapered bit on the back sits in the female part of a latch that would be used to keep the bag shut

Maybe to got around the tent pole of a WW1 military bell tent, for hanging coats, the support bit behind the long hook might fit in a fitting in the pole, the long hook would then hold a hurricane lamp very nicely.

The long hook does indeed hold a lamp - the iron bit is to stop the lamp tilting over. Honestly, the knowledge on this forum is second to none!

Big market for leather bondage gear. Very ‘niche’, but apparently quite profitable.
I can never get two foot steel rules from the tool shop down the road.
After enquiring I was told they sell them in quantity to the local "Master and Slave" who in turn wrap them in leather for their online business!
The mind boggles.
