Ok, hopefully this info will put the whole issue to bed;
The chain tensioner in that photo was the part that raised the initial concern and spawned the whole issue.
That tensioner is a double-roller type which is commonly used on the type of buggy in question and is referred to as a 'chain snatch compensator'. The rollers are linked and at a fixed distance from each other so as the top one rises under acceleration, it pulls the bottom one up and takes up the slack then under deceleration the bottom roller is pulled down, pulling the top roller down and taking up the slack.
You can clearly see the bottom roller if you zoom in on the photo.
Apparently the setup works very well.
I will also add that the photos and videos of the finished buggy ARE very different to that WIP one, the engine was changed and it was given a paint job and looked very nice indeed!
I will leave this thread open for now but may I suggest that you take the time to read Chuk's threads and though they're old threads, if you have any more input, please post any replies in them so he may possibly see them.
Thanks.

enoughs been said about it. there might be a few faults and room for improvements but its easier to criticise than design something .ive made things and looked back and could have improved upon it after it was made as so could anyone else .
