Seeing it from a better angle it looks like a hand cranked pump. (Few parts missing) I wonder if it goes with one of those metal diving helmets?

There are definitely pistons inside those tubes so a pump of some sort sounds plausible. But for what?

Looks to me like a rubber or cloth disc in the tubes. It looks to me like it's one of those things in a laboratory that hold glass tubes or vials and mixes the contents as it is turned.
Very heavy construction though.

The fact it comes in its own carry case suggests it's kind of precision or delicate. So following Ton-up's suggestion, it could be some sort of centrifuge, for separating rather than mixing.

Definitely not a centrifuge, they're kind of my specialist subject. At least we're narrowing it down!

I'm getting more convinced by my diving helmet thing. If it was providing air for divers a case would be important to keep it clean and undamaged.
