You can use it to connect into the vfd to give temperature indication, you need to know what type it is and if your vfd can handle that type. You can also get external trip amplifiers that will either flag up an indication or stop the drive.
Even without them fitted decent vfd will make an approximation of winding temperature by measuring winding resistance

If you were interested in using it, you could rig it up to a simple battery-powered circuit with an analogue voltmeter across it (might need a resistor in series with it to limit total current and thus battery drain). The voltage drop across it should be proportional to the temperature.

would you realy bother just use the dol starter with overloads 
even then i wouldn't bother on a small motor thats not getting left unattended

Yep the PTC is for remote monitoring/process control. Even if you wired it into the VFD you'd never look at it after installation.

Yeah I wouldn’t bother for use in a home workshop setting, but useful for industrial use.
