Definitely Pop Rivets.

That looks like a rust spot rather than the hole the tang(?) comes out of on a pop rivet? So I reckon @wyn is on the mark. A better pic of the inside bit showing if there's a thread would help.

They are Huck bolts, Leyland Nationals are held together with them.

Glad you said that! So are lorry bodies. I had trouble finding them when I did this but just been going through phone to get a name!

They are a pig to get out and you need a ‘gun’ to install if I remember rightly? I used coach bolts in the end as replacement

There's a few different makes. And YES you need a Rivet puller. I cant even pull them with a Lazy tong.

It’s not really a puller I don’t think if it’s the same thing as I looked at.

This was a thing that stretched the bolt, ran the nut down, then snapped the bolt but in one process.

Different makes etc though as you say. I did speak to a helpful bloke if you want me to try and find his details OP but I only needed to put in about 100 and it wasn’t worth the outlay hence coach bolts

I was working on a design with a new (to us) engineer that had us use Huck bolts, as that's what he was used to.....
These were 1" diameter Huck bolts, so the specialized hydraulic puller was purchased, and the shop floor people trained on how to use them....
I never was around when they used it, but the snapping of the shank (I was told) sounded like a 30-06 going off....Shop was NOT happy about this "Huck Bolts" project at all.

I first came across them while working for a Coachbuilder, mainly Ambulances etc, and Mobility Vechicles. They wanted to move away from welding* the wheel chair access ramps in, to using Advel and Hemlock Structural Rivets. They go with a bang, and are good for firing the Rivet across the workshop
They are very specific about using the correct length rivet for sheet thickness.
