I was involved with a film production company using some resonably high powered lasers in one of the carparks at the NEC, due to the proximity to Birmingham airport the production company had to get permission from the CAA.

im not supprised .a kid round our way go done for pointing lasers at planes coming in to the airport. they deserve a good kicking for pointing them at anyone. there isnt any laws on shining torches up at aircraft though
First I would venture to suggest you will not get far past a civvy. but second I reckon you would get 10 different answers from 10 different bobbies. Even Solicitors dont know that much (most think they do) but at the end of the day a judge will be the one to read up on it and assess it all. Not saying dont do it , just that I dont think its going to get good results.

Some dumb *****r fired a Laser into my cockpit whilst on approach to Cardiff Airport a few years ago. When we are making a night approach we have the lights turned down in the cockpit so that our night vision is stronger and we can see things outside more easily. The result of all that is that the Iris is wider open and lets in more light. Add a blast of Laser and you can get some serious damage. On that occasion I had to hand over control and we carried out a missed approach, costing an extra 10 minutes of flying, about 800kg of Jet-A fuel and left us down at final reserve fuel, necessitating a PAN call (one short of a Mayday). After calling he police they sent the helicopter down to the beach area and the chopper was lased, also.
If anyone wants to shine lights or lasers at a passing aircraft they might also like to try TIG without a mask and save risking my eyes.

I can see the issues where firing a laser into the crews' eyes could be a problem, but I have seen Daily Wail-type arguments put forward that it can 'interfere with an aircraft's systems'. 
I have yet to hear of a laser-guided aircraft that wasn't packed with explosives

I'm sorry if I started to 'blow a gasket' over this. Y'see, it is not just like dazzling another car with your headlights. At 150mph in darkness, a few hundred feet off of the ground with the autopilot off (99.5% of landings for us) and no vision it is enough of an ar5e clencher to suck seat leather right up the poophole. To experience green laser light effects on flightcrew, go into your darkened garage, get accustomed to the dark and then fire up the welder without your helmet. Then, try walking without falling over. The effects will last long afterwards and you can't see whichever instrument you are looking at due to the arc-eye.
Interestingly, every police helicopter has a laser 'recorder' that can pinpoint the specific frequency of the laser fired at it. These are so accurate that they can identify a device from any other, even identical manufactured items. Quite a few prosecutions, including the Iraqi asylum seeker who was targeting the police chopper near Cardiff. We still get lased about once a week in our airline and the police get about a dozen a day per chopper, especially, for some reason, around the midlands.
Anyway, enough said. I just needed to get it off me chest. No offence intended.

This is what ruins Britain. You are saying sorry for being upset over something that should quite clearly not happen. I can actually appreciate to a degree they might not realsie HOW bad it is for you but unless you tell people, US included (the public) , so we can say something if we see it happening and explain why..................just the right place to get it off your chest In my humble opinion..

Agree with them that they might have a problem there and like previously said say , " can you tell me more about the law you think I'm breaking .
explain that you are trying to follow the councils noise and nuisance guidance which is basically that you not to work on the car in a manner that may constitute a nuisance of noise or otherwise other than between 07.00 and 19.00 hrs. any day of the week and wouldn't want to be in contradiction of these laws .
You can also tell them that you keep a log of the times you work on the car .
My former neighbours bitched when I started using a rubber hammer to put the knock on capping's on the reinforcing bars of a triple wall roof over my new lean too at 10,00 hrs. one Monday .. They reckoned that I was always making noise ever since I moved in two years previously , So I stopped working and printed off the calendar/diary we kept about my disabilities , showing him & giving it to him for his perusal of what I did including five months in hospital , two three week holidays , several long week ends away and many days of inability to do anything . Total hours worked in the two year was about 30 hours of work including the times that they were not at home when I tried to do the noisy stuff .
They didn't like it that the builders & electrician had caused just over three weeks of noise but that as it was planning approved and in normal week day work hours there was nothing they could do about it.
They toned down the verbal's after that.
As an aside .... Do check the hours your permitted to carry out your DIY hobby and make the log as suggested. The permitted working times can vary from county to county . I'd find the relevant online advice from the county & print it off , read it through to make sure your right , and if you are ...give it to them telling them you've looked up their implied problem and this is what the council says about it .
As well as asking by letter ( which you send as recorder & copied to file " to the local authority where you stand with your hobby wrt what, when, where & how you can do things ..no sense in making a twerk of yourself if you are in the wrong, but you can modify your approach given the correct advice from the council .. they are not monsters they do recognise that in law everyone has the right to do things at home so long as it is not excessive or dangerous .
Though there may be some long standing ordinance on the deeds of your property that apply even if you rent it .. especially if the land the property is built on used to belong to the council that you cannot do what your doing and you could end up being done by the councils enforcement officer.
You could also erect a portable car repair shelter when you find your are 100 % certain your in the right .

A three year old uncut billy goat in the field with a few treated fly blown sheep take some beating ...... so long as the water trough is near the , " Neighbour " .Blec!yea theres a few cows round our house ,i just ignore them and do me own thing and have done for the last 27 years
The law stuff is a front, people just get all indignant that you have the audacity to do your thing in view of them and turn persecuting you into a hobby. I cant recommend anything because like mckdavid and dev I decided to move somewhere with no neighbors quite a few years back after hassles that never ever get resolved, and they do tend to grow and turn into mini wars if someone with the wrong mindset gets rebuffed even if your acting legally, and now I'm firmly convinced we've overpopulated everwhere enough for some people to HAVE to live near others its so unnatural and a pain
