For body restoration work replacing 'like for like' is fine. Remove a spot welded panel and spot weld a new one in it's place is the perfect solution. Plug welding done properly is accepted as an alternative to spot welding. But you do need to remove the old panel first.
But plug welding is not mentioned in the manual. Old or new versions so far as I am aware.
For everything else seam welding all the way around is the only acceptable repair. That would extend to any patch welding where the original metal is not removed (commonly known as MOT repairs).
