Weld fusion

I have a problem with overhead gasless mig welding on my 2CV chassis. the weld is pooling on both plates but failing to fuse the pools to consolidate the weld

Wow,gasless on a 2CV,last 2CV i welded on,tin foil was thicker,good luck with that
