Water meter is in the kitchen next to the stop cock so no leak between them.
Upstairs taps are the water fall type so not possible.

Get back to your water supplier with the details you have based on tests results and demand a refund for incorrect charges.

do an overnight reading as that is a longer period with a higher pressure as thats what happens at night
if you have no extra digits on the meter you can then try arguing with the water company but also photo it as well
that reading looks like they are using someone elses meter reading not yours to give you a bill

My meter just after installation, looks like it's to 3 decimal places plus the spinny needle thing for even smaller graduations.
We have a water meter with a display that looks almost identical to the one below. We had it fitted indoors, downstream of the indoor stopcock, making it easy to check for leaks. It is not read by the water company. They take their readings from a meter outdoors, just inside the property boundary. It might be worth considering fitting something similar.
In the image, the smallest graduations on the lowest dial are 50ml, and it should be possible to interpolate between divisions, so a resolution of 10ml should be possible. Filling a glass with water would show up as easily detectable usage. One segment's worth of rotation on the spinner appears to be 10 ml, since there seem to be 10 segments-worth of rotation for every unit gradation of the x0.0001 dial.
The reading on the meter in the image is a smidge under 0.3908 cubic metres. I would make the reading to be 0.39079 m^3, or 390.79 litres (390,790 millilitres).
Could this sort of meter detect a slow leak? Possibly yes, but it might not, since there is a tiny bit of stiction in the rotation of the indoor meter's spinner. The spinner on the water supply company meter outside seems to rotate more smootly, so it may be able to detect lower flow rates. A 55 litre per day leak would be equivalent to about 1,100,000 water droplets per day (assuming a droplet of water is 50 microlitres). or about 12 droplets per second.

Not much of a window cleaner if he is just using tap water, every "IBC in a van" cleaner I know uses RO water.

I have fitted a few of these pole systems in small vans at my workshop - there are reverse osmosis membrane filter systems - that you do fill with tap water.
Might be worth a check that the meter number agrees with the number in the hill - I assume it will have the meter number.
Other half has spent two years to finally get her electricity supplier to agree the meter she was reading was hers, but wasn't the number of the meter on the bill - some suspicion two flats of her complex were presenting readings from the same meter
A friend of mine was getting massive, and I mean MASSIVE water bills on his newly fitted meter. After months of agro, it turned out that his meter had been fitted before the spur that was the main supply to the block of nine flats that were next door, and he was paying for all their water use, as well as his own.....

They came and fitted a smart water meter at my workshop half way thru last year - sub contractor assigned wrong meter number to my workshop.
Monster bill came - I worked it out - I rang them - they froze the account and did take money - but they still keep billing me. They then sent two vans out twice. Both sets of lads confirmed the mistake.
6 months later it still not sorted out bill wise.
They have not taken the huge direct debit payment as yet - if they do - I will be in credit for the rest of my life...

It is that cheap I use it for everything, windscreen fluid and especially, coolant in the machines. Washing the car and anything else I can think of.
I was really shocked when I checked the tap water with a TDS meter.

We've been 'given' a water meter by stealth, for some time, Severn Trent has been fitting these outside of the property boundaries, reading them to 'detect leaks' - now, surprise, surprise, their pals in the EA have been persuaded to declare a 'seriously water stressed' region, meaning mandatory metering, that just happens to be in place....
Like a electric & gas 'smart meter' it doesn't help you use less - it just increases the stress that you might be using more than you can afford. We were happy with a quarterly payment and 'use as required' they claim we were overpaying, based upon meter readings but now, the Mrs. particularly, is over-compensating and worrying about water usage....
If what they say is correct, if..., then we'll still be paying less with no change in behaviour. We'll see,
