Didn't know such a thing existed , I want it for cleaning a diff and gearbox for rebuild , moons ago I used a wallpaper steamer , stuck the hose into a bucket with the bits in and steam heated the water and detergent , no longer have the steamer or a good area to do it , hence water soluble ,As above, Screwfix, but why does it have to be water-based? If you look for 'emulsifiable degreaser', you find solvent ones that do a really good job but wash off with water into the drain. They leave the parts slightly oily if you use plain, cold water, but a hot, soapy rinse afterwards will have them clean enough to flash rust.

Not going to name a brand. Neat TFR and leave as long as possible to soak in, heat really helps so if your pressure washer is ok with hot water its worth connecting to that.

Surfex HD works great as a water based degreaser that's safe for most stuff.
