On the subject of waste carrier's permit, be aware that some people have been prosecuted for having very small amounts of 'waste' such as a sandwich wrapper in their van. No wonder people throw their rubbish out of the vehicle's window! Also you have to display a visible 'No Smoking' sticker in the vehicle if it's commercial. Many contractors around my way have fallen foul of this one. Even the council vehicles!

For a horse arena you could (,i think!) Its not exactly an area of risk as far as fire is concerned. A lot of them have shredded car seat foam in, you see bmw logos now and again. I expect all automotive foam has some sort of fire rating but I expect most sofas do as well unless they are 20 yes old.

Don’t see the problem here, waste carriers is a 100% tax deductible expense. Own waste or not every business should have one.

You only need it if its waste connected with trade.
Sandwich wrappers and fag packets are personal items. If they do slap you with a fine for carrying those as trade waste that would make them a deductible expense on your tax return so I would just let them argue that one out with hmrc!

Farriers went through this a while ago, legal advice from our governing body says that if you take the old shoes away from the customer and you are planning to weigh them in as scrap and receive a payment for them then they are a business trading product and not waste.

Seems like selective reporting, there's another article showing a response from the council with a photo of commercial waste in one of the bags, so although he had a load of food wrappers in a bag he also had commercial waste in another.

Getting a waste carrier licence is only a paperwork exercise anyway, you don't have to beg for it or pass any sort of test.
Just fill in the forms and pay the money.
As mentioned above, it's a tax deductible expense and could add value to your business if you had a van and wanted to offer the service.
A receipt with "authorised disposal of X - Licence number xxxx" looks good and the majority for the fee could be invoiced as "licence charge" or whatever rather than them think you are doing well from it.

There are plenty of people who are happy to pay £20 to have an old fridge taken away and dumped in a hedge but there are also plenty who will pay £80 to have a peace-of-mind receipt and not have scuffs in the carpet of the Mercedes boot.

I'm not disputing what you are saying but pointing out how it's not a level playing field -

I know some stuff about waste cooking oil -

If you are a domestic, not for profit, collector, you can carry it under a specific exemption. Transfer notes etc are still required.

If you are moving the waste oil for financial gain, the exemption does not apply and you need the carriers licence with the trader tick box checked.

Again I'm not disputing what you are saying, but it's an example in direct contrast to your own. I mean the very fact that there is an exemption for non profit implies the requirement for the paperwork for profit.

Would I lie to you? Near where I live is a pinch point that is a favourite with police and environment bods who apparently can stop whoever they want without reasonable cause and search vehicles. Gardener has fallen foul of them. Nice little earner when the numbers aren't up at the end of the month.

they can only use one reference to environmental bods

you are in an area where the police are searching people for a limited time because there is a belief that serious violence might take place or people are carrying weapons. For example, a protest

they cannot use

they have reasonable grounds to suspect that you have committed a crime or are about to commit a crime. Reasonable grounds to search can't be based on an officer's hunch or instinct. It should be based on reliable information, facts or seeing you acting suspiciously
