Freemake video converter or probably Divx converter
Xmedia recode and handbrake are another couple. Both open source video encoders, dunno about handbrake but xmedia recode also offers various (linear only) editing options. It's mainly for animation but blender also does non linear editing and encoding and is open source. Not simple to get your head around though without watching tutorials first

I've been using freemake for quite a while without any problems, It depends where you get it from, i used the freemake website, there are some download sites that use there own installers scourceforge is one to be avoided, I will not allow it to update though, just in case.

well ive downloaded the one rtbcomp suggested..
and i couldn't find the video file anywhere when searching....
turned out i clicked the audio link instead of the video link LOL
and downloaded and installed the audio converter instead of the video converter...oppssss
right where did i put those glasses.
ok now installed the video one and ive converted it to AVI..... its now 76mb....
what format is best for making it the smallest file size..
without anyone having to download programs to view it...

Sourceforge is where I downloaded it from, so that would have been the problem.
You have to spend a bit of time getting to know that program. Some of the phone formats give smaller file sizes.

There's a surprisingly powerful, and very easy to use, video editor called Movie Maker available from Microsoft. It comes as part of the Windows Essentials pack, available here.
Couple of words of warning, though. The Essentials Pack comes with a variety of other crapware that you probably don't need or want, including LiveBlogger (?), and old copies of OneDrive, Messenger and Live Mail.
That said, being Microsoft, everything is out in the open (I'm honestly not being sarcastic) so it's easy to deselect all the other options and install just Movie Maker.
Next, Movie Maker is officially supported on all versions of Windows from XP up to Windows 8.1 - theoretically it doesn't work on Windows 10 but I've had mixed results. Of four Windows 10 machines I've installed it on it's worked on two of them. I can't tell what the difference is but, again being Microsoft, if it doesn't work then just uninstall it - no harm / no foul.
It's definitely worth trying because I've found it to be very easy to use but it's got all the power that us amateurs need, including format conversion as per the original post. It can also transform portrait shot videos into landscape

Sorry - that was my third caveat. It "ends support" in January 2017.
That said, if it works, it works. And it's free
Edit: as a software manufacturer, I'm guessing that they saw all the confusion around Windows 10, where it sometimes works and sometimes doesn't, and concluded "meh - abandon it"...

im never using windows 10 either its a bag of crap to use prefer windows 7 but hate the 8.0 and the 8.1 update for windows 7

no you havent it reinstalls itself itself again on each update and then blocks you from shutting it down so ive read on it

ive thrown everything into it including cctv files but they are the only things that it wont do however i have that program anyway
handy for music as well
The win7 updates thing is pretty well documented (something to do with changes to update clients), basically there's a few updates you need to manually install first when doing a clean install to stop the automatic scan going round in circles for hours http://wu.krelay.de/en/ is one of several sites that kept of track of the changes each month back when the montly updates included a specific patch that was needed for the update to work quickly/efficiently*
Now they've moved to a single monthly bundle it should be over unless like me you only want the security/important stuff and now have to manually get it from the catalogue because automatic updates is an all or nothing bundle* unless you had some other update which broke intel bluetooth drivers or something along those lines
