They vibrate at their natural frequency, you can only change that by adding mass or stiffness. Stiffer higher frequency, mass lower frequency.

Good word "oscillating" very similar to vibrating but all the semantics in the world are not going to help without defining terms. More what?

Vibration (or oscillation) can be measured by pitch, frequency, amplitude, duration, perceived volume, you name it and it is perfectly possible to have more of one AND less of the other.

The material matters too. Is it the same size, the same thickness, the same hardness, the same mass...

Hot rolled, cold rolled, folded and welded, extruded, drawn, the method of manufacture for either type of test piece will dramatically affect its properties.

Without precisely defining the experiment, there is no correct answer. Now if you don't mind I'm going to hop into a plane and take off on a conveyor (it does take off incidentally...).

Unless the conveyer is travelling fast enough that the friction in the wheel bearings counters the thrust level, although by that point they'll have locked up the wheels anyway.
