Same way the bobble hat brigade, do-gooders etc. do it. Annoy the crap out of everyone, especially the politicians, constantly until it reaches the point where everyone will literally do anything just to shut them the hell up. It's a technique they've all used successfully for years.

Thats ok if enough people have the odd 10 or 15 years spare to do that !

It hasn't been called RFL for years. It's Vehicle Excise Duty, essentially a fine for daring to own a motor vehicle. OK, OK, to USE a motor vehicle, although there was a plan (shelved) a few years back to apply VED even to cars and bikes that were in crates in your garage. It could easily be unshelved...

So VED just goes into Government coffers and they are under no obligation to spend it on the roads.

That system while good cannot find cloned vehicles. If Reg plates were "isussed" to the registored owner that has an MOT paid road TAX and got Insurance, you are then given a set of plates valid for the next yr

I think the point about that system is that whichever car you're driving has 'your' plates on it, and as you can only drive one car at once, you can swap the plates to whatever you're driving.
The UK Government doesn't like that as it's FAIR; instead if you dare to own more than one vehicle they want multiple lots of VED revenue, insurance tax revenue, fuel duty...

if they make it illegal for me to tinker with cars, i might just get tempted to build other things that are ilegal. umm cruse missile would be a good project for a few years

There was an Aussie guy who did just that; apparently it wasn't illegal for him to do so.

I agree, it would be a fair system. You have a set of plates that are 'yours', you swap them to whichever vehicle you use and hey presto, all legal.
Some other countries also have a 'nationalised' insurance scheme (France?) where you pay into a communal pot. But that would never work here either; think of the bodyshops who wouldn't be able to swindle the rates...
