Buy a 24v electric bike / scooter controller off eBay for around £10 instead of making one ?
I had that problem.24 volts too fast 12 volts no torque and stops easily. That is with a pm.I doubt torque matters too much on a turntable, but if I were to lower the voltage enough for it to slow down satisfactorily, it would have barely any torque.

I've been allowed to take one apart that's not needed any more (It was used my great grandma who died last year, it's just been in the way since then.)
There's some big batteries, a motor, probably a worm gear box, any cool uses?
Is there a special trick to separating the rail where it splits half way along, I've got all the bolts out but it's completely stuck.

It had a copper strip on the back side, insulated from the rail with a strip of plastic. The power supply was connected to the copper strip and to the rail, the chair had two carbon brushes.Don't know if yours has it? but some stair lifts have cable tracking, this is worth keeping for anyone building a cnc. It looks like this below.....

Basically wiring goes through the center and the cable track acts as a protection and the track operates in a catapiller way,if it has it you'll undestand what I mean? keep it as its worth having.
