URGENT - New BIVA car building rules alert!!!

This is part of the bigger picture to make it illegal to change ANYTHING on a vehicle that it left the factory with.

Whilst I appreciate this may be a drive towards no modifications that government paper says nothing of the sort. The biggest issue there is the fact a vehicle going through an IVA has to comply with modern standards and I can sort of understand that given that from their point of view technically you are building a new car. There is also mention of Classic vehicles have an engine of the same capacity but that only applies if going for an IVA which would imply that had been some serious alterations. The people who will suffer are the one who are a fews months from completion and will now have a completely new set of goal posts.

I totally agree that the difference it will make will be minimal given that most of those vechicles will do very low mileage. There are lots of other things that have talked about like not allowing someone who isn't a registered garage to repair vehicles

There are similar concerns in the classic car arena given that there is talk of MOTs for vehicles which are over 40 years old but have alterations to things like engines unless they make the vehicle more efficient. That it is self policing so you only apply if you think you need to.

Let's not forget many of these things are no different from putting an extension on a 400 year old house, the extension has to comply with modern regs that do not fit the rest of the house. They would insist on deep footings at mine yet the rest of the house absolutely no footings at all.

I know where you are coming from and we had a lad locally that had a spark plug set up in his exhaust to make it backfire(it was like a shotgun), when you've been called out in an evening and been working all night and trying to go to sleep it doesn't go down to well, I had a word and it stopped.

Playing devils advocate we were all young once and the whole ban everything you don't like attitude is exactly what gets these laws into place in the first place. The same as people who move near a race curcuit and then campaign to get them closed.

I must admit I find it a bit confusing, but this proposed legislation is basically saying that the engine emissions of any vehicle that goes through BIVA/IVA, will need to meet the emissions level of production cars at the test date.
At the moment, any home built car needs basic emission testing and the home builder could never reach the emission standard of a factory vehicle.

What they will push for (but not in these proposed regs) is where even the most basic change of wheels, suspension, etc, etc would or may change the emissions up higher than from what the vehicle left the factory with.

As in the link, they are trying to push it through fast and quietly!!

That's not how I read it, here is the text about kit cars and reconstructed vehicles requiring an IVA, 4.10 and 4.11 do seem to contradict each other and it's not very clear given that 4.10 implies some time in the future.

The fact is that a many kit cars - e.g. Cobra replicas etc. will be using a "period" V8 motor. at the moment they are tested on the basis of the engine manufacture date. The proposal is that these motors will need to meet modern day emissions standards -something which even GM and Ford were unable to do.

Kit car builds I have been involved in have often taken years rather than months for their owners to get from the basic kit supplied to being ready for their test. So, in the case of the Cobra replica above, that would mean changing out the Chevy/Ford small or big block motor, and attempting to shoehorn in a something like a recent VVT Lexus V8 along with all the emissions kit which it came with.

Whilst a "get these polluting cars off the road" policy may seem attractive to some people, the number of IVA'd vehicles is tiny in terms of the annual registration in the UK, unlike the average daily driver hatchback, these cars are pretty well always "high days and holidays" cars where their contribution to overall pollution is infinitesimal.

The more I read it the more I'm confused. 4.10 uses the term "will not be" which implies it's in the future yet when you read 4.11 it's not clear whether they are saying they will be backdating requirements to a time based on regirstration date or whether the rules will apply from new registrations
