Given the age of the motor, provided the floor is reasonably sound, a large washer/plate would be deemed adequate.
In the event of a major accident, the seat coming loose in an old Talbot is likely to be the least of anybody's worries.
When bus and coach seatbelts became compulsory, the official VOSA (might even have been pre VOSA) guidance video, recommended for where the seats were simply bolted through the plywood floor, that a suitably large washer/plate be used to reinforce the floor under the existing seat mounting bolts.
I have fitted seat belt brackets into my open top hot rod, and even though the glassed-in floor is two layers of 3/4” plywood I still welded a bracket to the chassis to bolt through.
I’m a bit paranoid with stuff like that.
