It sounds like the core wire is a sandwich rather than an alloy. You know that one of the popular alloys for welding cast iron is Nickel Iron (NiFe). The core wire is an alloy of nickel and iron. You can also get core wire that is iron in the centre surrounded by nickel.
This is supposed to impart improved properties to the electrode. There is a Gricast 31 that has been around for years.
My personal view is that I dont see the difference. As soon as you melt it the difference is lost.
