TRO, traffic regulation orders any experts?

looking for someone who deals with TRO's, having a bit of a spat with my local highways guys about a red route they have railroaded through our local forest under cover of covid, the TRO I read today, the 12th, is dated for the 14th but they started painting the red lines a week ago, it becomes effective on the 22nd but they sent a squadron of PCSO's and forest wardens out over the weekend to enforce the red route!

need to know where to look for regs and signage requirements, etc.

it is a power grab by the City of London Corporation who "own" and control the forest, red route put in by north Essex parking partnership on behalf of Essex highways, paid for by? probably me!

I live within the curtilage of the forest and by virtue of having an acre of undeveloped ground (my back garden) I am a commoner of said forest and can graze cattle etc. also certain firewood rights, and something about wenches.

Plans for the introduction of parking restrictions have to be published by public notice in the vicinity where they are to be introduced. The notice should give details of the restrictions and relevant dates for enforcement as well as the authority dealing with it. If applicable, any properties directly affected by the restrictions should be advised in writing of the restrictions and given the opportunity to comment accordingly.

The application as a whole should be on the county council website, plus the local parish council will have a copy for comment and public viewing. It will have been discussed at the parish council highways meeting (if they have such a meeting) failing that, at their full council meeting, which should be held monthly. You can attend as a parishioner and make your objections for them to consider as part of their review on the matter to the highways department of the borough council.

no notices posted, parish council only knew when I told them, the verderers of the forest, there are four to represent the common man, knew nothing, lines went down on the 7th and started to enforce them from the 9th...…………. bunch of …..

Not been to the forest for about 15 years ( I was local then) . Although parked cars could be a nightmare I do not think a red route is the best solution. I hope you get a good result but knowing how councils can operate I doubt anything will now change.

Councils should follow a set procedure for enforcing a TRO, often through ignorance (or their own agenda) they do as they see fit, safe in the knowledge that most people will not challenge them. An example of this was an "experimental" TRO to close a green lane to vehicular traffic, council failed to publish their intention, failed to consult interested parties, was not an appropriate action and were unable to say what the criteria for the experiment were or how it would be monitored or results collated or assessed, after a number of complaints the TRO was quietly dropped! Coincidence that a large property on corner of said lane had recently been bought by councilor........

I have done it before, got forced into a 40 foot long bus lane late one dark night, south of the river going towards the Blackwall tunnel, width restriction or bus lane, driving my car transporter Tranny with a car on back, took the bus lane, got a ticket, looked up the TRO looked up bus lane markings and signage found the bus lane was way too close to a side road and the first sign was too far away, ticket dropped, but only because it was my first ticket not because I had them banged to rights...…..

I despise all these local councils/civil servant busy bodies!
The ones in charge that is!
They stuck a load of double yellows on all the side roads around Pembrey country park last year. No consultation nothing. Local councillors and local MP got involved - nothing they could do. 3 senior civil servants in the council decided it and sod everyone else!

Playing devils advocate here I would say there has been issues on occasion with parked cars and probably both sides of the road at the same time, looking at the verge its looks like its been two wheels on the road and two off probably making it impossible to get through there. Typical highways authority approach to blanket line the whole area.

they done it on the moor road near us . not enough parking on top of the moor and idiots parking half on the verge both sides of the road for half a mile causing havoc and no one could back up soon sorted them when they got tickets . never seen as many folk move so fast

Epping forest was saved for the people of London to use for recreation and nocturnal teenage educational activities, see the Epping Forest act 1878, the people who can cycle to get there generally do not need it as much as those who cannot, at 2400 hectares on the north edge of London I feel it needs to be available for a large number of people, yes they do have problems with drug dealing in one car park, and gay goings on in another, but hey that can be tackled, then there is doggers corner...…
