A member simply asked, "If anybody has any advice or experience of which trees to plant I would be grateful to hear your thoughts."

There is no techninally anything, if you remain silent what can they do? and how do they even lay charges if they don't know who you are as they need you to confirm your name and without it there are no charges bought because they are bought against the name, so court??? wouldn't even get there because once again they need you to confirm your name and a court cannot fine anyone without a name so who are they fining, their home made wine.

Here is the issue, its a criminal offence something on which we all agree, it is only the police who deal with crime or criminal offences and they lay charges, but against who? it then goes to the CPS for a charging decision ans the first question is who are you bringing charges against and throw it out.

You know that's a great idea. All a criminal has to do is not give their name and anyone can get away scot-free. How come you were the first to think of it?

Its exactly what they do and the police have to investigate and prove their guilt, you don't need a name to investigate, only to bring charges and this is relative and in such circumstances are the police really going to investigate what they would term a petty matter and spend all the time and resources on something they cannot prove or disprove, its the common kop out of "not in the public interest" which is the most common excuse.

Not gonna be hard to figure out who to prosecute when a TPO'd tree has disappeared from land where the owner of the land is a matter of public record. You probably wouldn't even need the person present TBH just send notice and if they didn't repond prosecute in their absence.

Not in England. The CPS do public criminal prosecutions but anyone can bring a private one if they have the means and the motivation. HSE bring them all the time and councils do too.
