should i weld the tailgate on the 2 tube hinges or the middle greasable part on the trailer?

Either but not both, it will make no difference as whichever way round you weld it, the tailgate or the trailer will have two points of connection.

Depends on design, on some trailers the greaseable bit needs to go on the tailgate because if its fitted to the trailer the tailgate will swipe/sheer the nipple off when opened.

Just need to be mindful of the nipple sheering when setting the thing up, as @More Amps says they can go either way. Most swing down tailgates go through more than 90 degrees and the swing away ones more than 180 degrees. You could alway remove them once its greased or notch out/clearance the tailgate to accommodate the nipple and grease gun chuck.

It doesn't really matter as long as everything operates correctly when it's done...tack it up, try it for function, if something doesn't work then pop the tacks and try it the other way

On mine, they are on the ends of the pins.
came that way from the factory.
