What about getting rims galv'd ? They will be pickled in acid to remove rust and then you'd have a sound base to paint.

@brewdexta (Or anyone else..) what is the difference between 11.2/10-28 and 12.4/11-28? Looking on ebay they are listed separately, and at different cost by the same seller so is there a difference?..or does it matter?
@Welderpaul - unless you've got a mate with blasting gear, you could end up almost as cheap getting new outers (if the inners ain't too bad)

is it corrosion or just paint in terrible shape?

The 12.4/11 tyre is a little bigger both in height and width. If you're looking at tube sizes it won't matter, they're very flexible and usually dual marked with different sizes anyway. Last time I looked eBay was a very expensive place to buy tubes.
