Thats the GSM / GPRS module - the sim is probably embedded in the casing. These kinds of trackers use IOT or embedded SIM's that can roam on any network, in case of coverage holes. They cost the tracker provider less then a quid a month normally. You can buy similar things on ebay and use a PAYG SIM, the data usage is usually minimal, so a £5 data top-up can go a long way. The only limiting thing with these is battery life, the more you transmit, the less battery life you have, also if you are in a low coverage area, that can affect battery life also.
For cars, there are some decent ones to be had on ebay, like these - stick a PAYG SIM in and wire to power and it can be hidden in a multitude of places. They can also sms you once a month with status, useful for things that don't move often. I have one of these and a SkyTag tracker on my defender.

This one sounds just the ticket...a real GPS.Well it seems it does have a sim but it is definitely not a normal sim as I have seen inside them and there is just circuitry.
