Interesting thread, guys. Going back a bit if I may, I'd have thought that having the standards dictated by the insurers is quite a good thing since it means that each situation is appraised individually, rather than having a set of inflexible rules applied by a faceless government body. I would also have thought that the insurers/underwriters would often demand a higher standard than is strictly necessary to help minimise their risk.
I can also understand where you're coming from on the testing front, Snowy. Something that's been really getting on my nerves recently is the fact that I have to do a test to be able to drive a trailer. This never used to be the case but for some reason it now is though, apparently, it's fine for my septuagenarian grandmother to drive one.....
