I bought 3mm thick ribbed commercial black rubber sheet to the size to fit nicely into each drawer. Run the ribs left to right of the drawer and things just stay put in the drawer.
Cutouts in foam seems an awful lot of work to set up and a pain to alter/add to.

This I think is the one and only advantage, for drawer liners you need closed cell foam and I have found this company to be the best and cheapest:

I have drawer liners in every drawer in the workshop and as @Guineafowl said a quick spray of contact adhesive ensures they stay put. I have a simple method of ensuring the missing tool is noticed I simply buy enough tools that the drawers are full.
I use plier racks, spanner racks and big socket trays in my tool box and never had a problem with stuff moving around.
My screwdriver draw is completely full so they all just sit where put.
Looks like a lot of room lost when you see a draw kitted out in the foam imho, which is fine if you need box fillers.

Deep pile carpet, had it in my site box for years now. Things don’t rattle around much, seem to do well in terms of rust aswell.

You can pack a lot of tools into foam but it takes quite a lot of planning and nesting to figure out an efficient layout. You can't put stuff too close together or the foam just falls apart in use.
But that's what makes it even worse, you are throwing half of the foam away!
Really its advantage is where it is used for specific tooling for a job/machine, or travelling kits, or where tool control is a real issue (fod etc) - at which point the space and cost is usually not an issue (unless you are tight like me).

I use cardboard on the bottom of the spanner drawers for mechanicing. Nice and oily stops corrosion.
Spanners for electronics sit in either the pouches they came in or on sheet neoprene.

Its just dawned on me,i've got some leftover carpet tiles up in the loft,rubber backed to,about 5mm thick,i think good side down in the drawers,jobs a good un
Its a rolling tool chest,and tbh,the only serious rolling is up and down the path and on off into the van
@Dev I was in halfords today funny enough,they've got a 6 pack of those tiles for what i saw £12 they're about 600x600x10

Yoga mats from Band M, Lidl, Aldi etc. but cut outs take uo too much space. Ive used spanner teeth tray things, and non slip mat in the drawers. Though for special tools I think shadow boards are good if you have the space, easy to see if anything is missing.
My brother has a “place for everything” kind of mentality, shadow boards, try cut outs etc. Which is great if you never use it!

I use offcuts of carpet underlay for some of my drawers - good for small items like milling cutters, taps, drills etc. Others have EPDM sheet. I'm not convinced about the shadow foam stuff because of the waste of space, and my OCD couldn't handle it if I ever lost or changed a tool and got left with an unusable space.
