Although ive done tons of tig work over the years ive never done much with mild steel , what causes it to bubble up even when using mild steel filler rods ?
You need to use TIG specific rods as Pedrobedro says and make sure you get enough filler into the joint, mild steel doesn't like autogenous TIG welding

What they said, you're looking for something like A15/er70s-2 written on the packet and (tiny diameters aside) the ends are normally flattened and stamped with either the designation or W2Ti. Another suspect would be A18/er70s-6.
Gas welding rods are typically plain (no flattened ends) and the packet marked up as A1/rg45 or A2/rg60
