Hmmm, sounds a lot like an x-ray set we sold to a Danish company a few years ago. It was badged as a Philips but was actually a Toshiba set and although it worked absolutely perfect in our office, when we shipped it to Denmark it wouldn't work. They sent it back to us, we checked it and it was fine so we shipped at again.
They called and said it still didn't work so we called Philips who told us there was a mains voltage sensing circuit that wouldn't allow the equipment to work if the input voltage was outside a certain percentage.
In the end I had to fly over to Denmark and adjust the set on the actual mains it would be used on... at which point it worked fine.
I wouldn't be surprised if a welding set had a similar arrangement; it probably just needs a pot. tweaking.
