Theodolite? Or something else

Came across this at a clear out. It was going to the dump so I thought I would rescue it.
At first I thought it was a theodolite but not so sure now. Does anyone have any ideas on how it works and value?

I'm not sure about theodolites as I have only seen very modern setups but I'm sure Mr wiki will be along with chapter and verse shortly,

edited to say whatever it is it looks expensive. is it heavy.
