Cement harled
As per @Shox Dr suggestion. I can recommend Ebac as a manufacturer, missus uses quite a few and they have been good. There warranty is also solid.
You can buy direct from them and a phonecall may elicit a further discount
I bought an EBAC one for here years ago as we had a big mould & damp problem (stone floors laid straight onto earth) and it worked a treat. They come with a tank that needs emptying regularly or you can drill a small (10mm) hole in the wall and drain it to the outside.
Cold bridging on those internal reveals is causing that - hack the reveals off, close the cavity, then use some 20mm celotex with 9mm PB bonded on to make new reveals.
Also looks like the window has been screwed through to attached the sill ,
Should be screwed from beneath,
Water collects in the window jab and soaks down the screw into the lower brick work
Pic shows the inside glass full of condensation..stop breathing at night or open the window a crack. I get this complaint about 5 times a week off punters thinking the roofs are leaking, my 1st question when i arrive at house is "how often do you open the windows over the winter". 3 choices here...move to a more insulated modern house...turn the heat up...ventilate the effected rooms.
