It's worth checking that the gap between the frame and cill is clear (red arrow below) - this was full of crud on one of my windows so water would accumulate in the frame rather than drain out through the drain holes and out of this gap.
I fitted a boiler yesterday in a terrible damp room, all the signs and it probably contributed to the demise of the old boiler, rest of house was fine. I pulled a bit of the ceiling down and found a leaky pipe, bathroom fitted 6 months ago....
Once the water was stopped and the radiator switched on (with window open) it started drying out straight away, was an improvement in the feel of the place within 2 hours
How's the render on the outside looking, any cracks? Had damp problems in my solid wall kitchen, everything looked ok, last resort hacked off the pebble dash cement render and the wall was soaking behind it, render looked ok from the outside. Left the render off and wall had pretty much dried out in a matter of days.
When I was sparking we used to fit a fair few of the Nuaire fans in the loft for a damp proof company, not cheap but worked wonders for condensation problems it seems. Usually fitted the vent on the landing. Works by creating positive air pressure in the house so there is a constant flow of air. We were both small local companies so we'd quite often end up back doing further unrelated work and the homeowners said they cleared up the problems.
