What would you make them out of? Is normal mild steel sufficient or would it need to be hardened?

I know there's a lot of different sizes available, but I may have a need to cut some oval-shaped holes and the overlap is too much to just use the QMax twice.

I’d just be doing alu sheet so any half decent steel would do for the use we need of them. I would suspect commercial ones are hardened

Most definitely hardened.

Very useful for any thin sheet metal hole punching, I would hang on to them,

I’ve got a set my dad purloined from the RAF decades ago, some round, also a couple of small square ones.
Not even sure where they are now, come to think of it, since I moved house two years ago.
