Reduced shank drills are as common as muck. Good quality ones are pricey (Cromwell and the like) but you'll not need that good a product for that one off job. Perhaps give Zoro a look? I picked up a little boxed set that go from 14mm upto 19mm (all with a 13mm shank) for less than £20 a few years ago. The biggest I have is 28mm and I think I paid about £10 for it off the bay of evil.I shall take it apart in the morning and get a better picture of what we have so to speak...
One issue which worries me a bit is drilling it out as i’ve only a pillar drill which goes to 13mm unless i can get a 13mm bit with a 16mm drill head..? but i doubt the accuracy will be great..
Might be better if i pay one of you guys to make it and i send you the components to work off..
