generally when they are cold turn the thermostat up and down and u can hear hear it click on and off . a simple test I use is make a flex up with a 13 amp plug on disconnect its original feed and wire it in turn on and warm it up . test the voltage to the elements 240v if thermostat is closed if it doesn't get hot enough the thermostat may be opening 2 early at a lower temperature. just try it leaving the outer cover off to test
