What steel is best for a bike frame build?

Any steel will do. A bike frame needs to be stiff, from this quest for stiffness come its strength. A steel bike frame thats stiff enough will be more than strong enough.

Remember that all steels have more or less the same stiffness, you need to go large on the diameter and small on the wall thickness.

So decide what the minimum wall thickness is you can mig then choose a sensible diameter tube.

Obviously choosing cycle specific tubing gives you the most choice but I think its all going to be to thin wall for mig. Lots of BSO (bicycle shaped objects) are mig welded, most have a very poor stiffness to weight ratio.

You could make it out of T45. Although it's probably cheaper to get a tubeset from Reynolds.
