No, Is there not something about the handrail being free from obstruction (fixings aside obviously) . For example, having scrolls all the way along then makes the the handrail unusable so there must be some sort of limit.As in the 100 mm sphere gaps?
Very nice. What’s under the tread plates (ie what do the bolts go into?) I’ve always pondered how best to do that bit.

The handrail is just the top surface, not the top and bottom, to my understanding of the regs. Otherwise, you'd never be able to attach it to the railings and it would have to float all by itself

It doesn't comply, the scrolls are classed as obstructions to the use of the handrail. Its hidden away in a British Standard not Building regs. Sure you'll get away with it though.
