After 18 years of pulsed mig welding with hard wire and doing an acid wash to clean I had a welding inspector recommend using flux cored wire, non pulsed, for better penetration.
In a typical application I make hundreds of welds to 3/16" rods. The acid wash makes for easy clean up versus wire wheeling the gray mess left by flux core welds.
Flux core wire costs $27 per pound versus $10 or $12 for hard wire plus $70 for abraded rolls.
