It's not so much the accuracy, after all you can fit a flow tube to give a more accurate reading, it's the fact that as the cylinder contents drops the outlet pressure increases so to maintain the same outlet pressure throughout the life of the cylinder you need to keep readjusting the PA screw.
Some regulators are far worse than others and to be honest for some applications it doesn't really matter but if you were trying to mix gases the outlet pressures would need to be fairly consistent
