Could I offer this as an idea?:
If you made a ring to keep the jaws closed (like on blacksmith's tongs), maybe as simple as a cable tie, it might make operation easier.
As you have now stated that the nails are in the ridge, it makes the job a lot simpler.
Maybe one of these would work to cut the head off:
The challenge with the hollow mill idea is that it will try to skip all over the place. A home made guide similar to this (with a vee in its underside to locate over the tin profile) would tame it:
Maybe a(n end-cutting) burr in a die grinder would also work, but you still need to hold it steady somehow.
