speed governer simpel.

detach throttel cabel from carb butterfly .

remake brackets so throttel cabel is connected to carb butterfly via a spring.
then connect a servo / selonoid to the carb butterfly pulling it back to closed throttel with a stiffer sping.

use a PIC to controll the servo or selonoid getting speed signal from one of the undriven wheels. so will allow full power and wheel spin if get bogged down offroad

A screw behind the throttle is the usual way to restrict a quad to a certain speed, normally applied to a childs quad. Could you possibly provide a demonstration that your quad will only do 8mph flat out on the flat and thus allowing it to pass?
