Some sort of oil can?

Mrs Robo got me this unusual Brass can for Christmas. The spout passes through the base into a "sump" which is filled through a small hole in base of the body. Looks like it's been made for a specific purpose, has anyone seen anything like it before?.

Is it made to deliver a set amount of oil per tip?

Not identical.
But on small steam boats, think Lake Windermere size, they had similar to pour oil into the glass oil holders. In the tight areas of the engines.

That may be the case, I'll have to test it with some water.

Just a vent hole in the filler cap.
