I had a small one of those years ago for building a small steam loco - never actually used it!
Ideally you want something like double sided foam tape or sikoflex between so the metals don't touch with sikoflex you'll cut down on the number of rivets you'll need. If you want a smooth finish both sides camtainer fasteners are good like these https://picclick.co.uk/Camtainer-Fasteners-Nut-Qty-10-And-Bolt-Qty-272627206262.html

Called a 'snap.' Before that's used you close the plates using a 'set.' They're often combined in a single tool called... A 'set and snap.'

You'll still get a reaction where the aluminium rivet goes into the steel frame, so unless you glue/bond the ally panels to the painted steel frame it will corrode eventually. No because I am using Jotun 87 epoxy aluminium primer followed by Hardtop XP PU paint over the top to coat all the steel. I will also use Sikaflex although there is no point at all.

I would use monel pop rivets, setting 400 solid rivets by hand is a lot of work to no advantage, if the backs of the rivets protrude you can always give them a tap with a hammer and a dolly.
